• Hot Doug's Foie Gras Dog (Chicago)

While not a regional style, the foie gras dog at Hot Doug's does deserve mention among the country's iconic hot dogs. Doug Sohn, the owner of Hot Doug's, created this "celebrity" dog in 2006 to flout the ban pushed by Chicago chef Charlie Trotter and Alderman Joe Moore. The ban was repealed in 2008, but the foie gras dog is still on the menu. Related: Click here for the 33 Best Hot Dogs Around the Country Photo Credit: ? Solar plane begins trans-America bid

A plane powered only by the Sun has set off from San Francisco on the first leg of a bid to cross the US with no fuel.

The Solar Impulse craft will stop in Phoenix, Dallas, St Louis, Washington DC and New York in the coming weeks.

The team's plane has the same wingspan as an Airbus A340 but weighs only as much as an average car.

It has already made a day-and-night flight lasting more than 26 hours, and the team aims to eventually circumnavigate the globe in 2015.

The plane took off from Moffett Field on the edge of San Francisco Bay at 06:12 local time (13:12 GMT). It should take about 19 hours to complete the first leg of the American crossing to Phoenix.

The craft's wings and stabiliser are covered with nearly 12,000 solar cells, which in daylight hours charge an array of lithium-ion batteries in gondolas that hang below the wing.

Together, these provide power to the plane's four electric motors and allow flight in daylight and night conditions.

The Solar Impulse HB-SIA

• Wingspan - 63m (208ft)
• Weight - 1,600kg (3,500lb)
• Covered with 11,628 solar cells
• Carries 400kg (900lb) of lithium-ion batteries
• Maximum cruising altitude of 8,500m (28,000ft)

The HB-SIA craft is being piloted by Bertrand Piccard, a co-founder of the effort, who is perhaps best known for being the first person to circumnavigate the globe in a hot-air balloon, in 1999.

The trans-America bid is the first attempt of its kind with a zero-fuel aircraft.

Together with co-founder and entrepreneur Andre Borschberg, the pair of Swiss pilots have racked up a number of world records and milestones in recent years.

The first night flight of a solar-powered craft in 2010 was followed by a first international flight in 2011, and first inter-continental flight in 2012.

The two will share the job of flying the plane between each of the stops of the tour.

Mr Borschberg said that the atmosphere was "extremely good" ahead of the launch.

"We've peen preparing for this flight since last summer, so we are all very excited," he told BBC News.

The current aircraft HB-SIA is effectively the prototype for the craft that will eventually be used for transoceanic flights and the round-the-world trip. The HB-SIB should be completed by the end of 2013.

"You should see this like being in 1915 when the pioneers were trying to do these first cross-country flights - still unable to cross the ocean, but an important step for the development of aviation," Mr Borschberg said.

The launch on Friday is to serve as the start of the pair's Clean Generation Initiative, an effort to encourage policy-makers and businesses to develop and adopt sustainable energy technologies.

"We want to show that with clean technologies, a passionate team and a far-reaching pioneering vision, one can achieve the impossible," Dr Piccard said at the announcement of the mission in March.

Twitter 41 brings better notification support to legacy BlackBerry devices

We get it, your old BlackBerry smartphone isn't getting any newer, but thanks to today's Twitter update, it'll at least be a bit more useful. Most importantly, Twitter 4.1 can now provide notifications whenever you gain new followers, or whenever someone retweets or favorites one of your tweets. The update also adds swiping panels in the bio banner and makes it easier for first time users to sign up. Naturally, the software lacks some of the niceties that you'll find in the BlackBerry 10 version, but that's no reason to pass over the improvements. Twitter 4.1 can be found in BlackBerry World, and is supported by BlackBerry 5 OS and above.

Intel picks insider as CEO, dashing hopes for shakeup

By Noel Randewich and Sinead Carew

SAN FRANCISCO/NEW YORK (Reuters) - Intel Corp's board elected three-decade insider Brian Krzanich as its next chief executive, disappointing some investors looking for aggressive change as the world's largest chipmaker increasingly finds itself left out of the mobile revolution.

The board also elected software honcho Ren?e James, 48, to be president of Intel. Her appointment signaled to some that Intel, while likely intending to stick with its formula of intense investment to keep it ahead in the microchip technology game, is willing to explore new growth areas.

Intel's shares fell 1.3 percent in early trading but later recovered. The company said last November that it might go external for the next CEO, raising hopes that it might find someone to shake it out of recent doldrums.

Seen as a frontrunner for the job since November, Krzanich inherits a company with margins of almost 60 percent that has all but extinguished rival Advanced Micro Devices Inc in the past few years and is now the dominant maker of microprocessors for computers and servers.

But the company is in danger of finding itself sidelined as mobile devices such as tablets and ever more powerful smartphones accelerate a contraction of the personal computer market. The majority of gadgets today run processors based on rival ARM Holdings Plc's power-saving chip architecture.

"An external candidate might have been a better choice - with no negative reflection on Brian - simply because of the juncture Intel is at with what's happening in the PC market and the need to take major action outside of PCs," said Cody Acree, an analyst at Williams Financial Group.

"Brian may very well come in and make those same very difficult dramatic choices, but it's less likely."

Krzanich, 52, has worked at Intel since 1982 and will take on the top job at the company's annual shareholder meeting on May 16, replacing Paul Otellini.

James, who in 2011 spearheaded Intel's $7.7 billion acquisition of No. 2 security software firm McAfee Inc, ran software product and service sales as well as a team of engineers focused on improving the performance of Microsoft Corp's Windows 8 and Google Inc's Android software when run on the company's microchips.

Her elevation "puts emphasis on the many businesses Intel is in beyond just chips. This is an important promotion, and it clearly signals the board wants to make Intel a much broader company," said Jack Gold, who runs research outfit Jack Gold Associates.

"Longer term, both Krzanich and James could bring that new reality into clearer focus for Intel and make them more competitive in a rapidly changing market."

SMALL CHANGE

Intel Chairman Andy Bryant said Krzanich is capable of effecting a transformational move.

A chemical engineer by training who went to school in Northern California, he started with Intel in New Mexico as a process engineer before moving on to a series of factory management positions. He holds a patent for semiconductor processing and sits on the board of an industry association.

"You'll see a fairly dramatic change over a period of time," Bryant told Reuters in an interview. "If you look at Intel's past, with every CEO we've had that."

"(Andy) Grove replaced (Gordon) Moore and we got the PC. (Craig) Barrett replaced Grove and we got the communications, which is a foundation of the cellphones we have today. Otellini replaced Barrett - servers didn't exist in those days, now we have the enterprise business, that's a 10-plus billion dollar business growing at double digits."

Intel announced in November that it was looking for a new CEO as Otellini announced plans to retire.

James worked with Krzanich to develop the strategic vision for Intel that he pitched to the board, Bryant said.

"They formed a partnership through the last few months that has blossomed into an extremely powerful pair," he said.

The Santa Clara, California, company came under fire during Otellini's tenure for missing out on the mobile revolution, while underestimating the scale of the eventual drop-off in personal computer demand. The company, which once said emerging markets could offset a dropoff in developed-world demand, orchestrated a push on pricey "Ultrabook" laptops that has so far failed to excite consumers.

Against that backdrop, Intel surprised investors in November by suggesting it could break with tradition and look outside its ranks for a new chief. But analysts said they were not surprised that the board settled on Krzanich.

"I'm not hugely surprised. He was probably in most investors' minds a front runner," said Stacy Rasgon, an analyst at Bernstein Research.

"The strategy that they are on embarking on, the way they are trying to go really involves leveraging their manufacturing technology assets, and he's the guy."

Last month, Intel warned that current-quarter revenue would fall as much as 8 percent, given the drop in PC sales. The company affirmed its full-year revenue growth target, but analysts think that forecast will be hard to hit.

Intel set Krzanich's 2013 compensation package at $10 million including base pay of $1 million, an annual incentive cash target of $2.5 million and equity awards for 2013 with a grant date fair value of $6.5 million.

Intel shares were up 4 cents at $24.03 on Thursday afternoon, off an earlier low at $23.67.

GM profit tops view as North America strong, Europe improves

By Ben Klayman and Deepa Seetharaman

DETROIT (Reuters) - General Motors Co posted stronger-than-expected quarterly profit on Thursday as the U.S. automaker kept a tight grip on costs in its North American and European businesses.

GM shares rose 3.6 percent to $31.27, near their initial public offering debut of $33 in the fall of 2010, and hit the highest point since July of 2011.

The increase is welcome news for GM's largest shareholder, the U.S. Treasury, which acquired its stake after a taxpayer-funded bailout. Treasury, which says it will sell its remaining position over the next year, gains almost $250 million for every $1 increase in GM's stock price.

"GM, while still beset with issues, is generally executing better than investors give it credit for," Barclays analyst Brian Johnson said in a research note.

The company still expects to return to breakeven by mid-decade in Europe, where it has reported 13 straight years of losses, said GM Chief Financial Officer Dan Ammann.

RBC Capital Markets analyst Joseph Spak welcomed the results, pointing to the company's ability to cut costs.

"Better-than-expected results (in Europe) will be well received, giving investors confidence that progress is being made and breakeven by mid-decade is possible," he said in a research note.

GM's smaller U.S. rival Ford Motor Co last week posted a stronger-than-expected first-quarter profit on strength in North America, but overall costs spiked as it took steps to reinvest in its global lineup and shore up European operations.

About $225 million in higher structural costs in the quarter stemmed from Ford's efforts to fix the European business after an economic downturn hit consumer demand for new cars.

'TOO SOON TO CALL A BOTTOM'

Ammann said GM doesn't see any signs of a turnaround in Europe. "It's too soon to call a bottom in Europe."

Ford officials have said the European auto industry may see some stabilization toward year-end or early 2014.

GM's first-quarter net income attributable to common stockholders fell 13.5 percent to $865 million, or 58 cents a share, from $1 billion, or 60 cents a share, in the year-earlier period. The company took a $400 million hit to earnings due to falling prices for its vehicles and weaker volume.

The latest quarter included a $162 million noncash charge for the devaluation of the Venezuelan currency.

Excluding one-time items, GM earned 67 cents, topping the analysts' estimate of 54 cents, according to a poll by Thomson Reuters I/B/E/S.

"We are much more of a formidable competitor now than we have been in more than a generation," Chief Executive Dan Akerson said on a conference call.

Revenue fell 2.4 percent from last year to $36.9 billion, and was just above the Wall Street target of $36.6 billion.

GM's North American unit reported operating profit of $1.41 billion, better than the Wall Street estimate of $1.21 billion, according to FactSet StreetAccount. The result was down from a year ago due to higher costs from preparing plants for new vehicle launches, especially the redesigned Chevrolet Silverado and GMC Sierra full-size pickup trucks, as well as lower shipments because the plants were down.

The company also saw a $200 million drop in operating earnings as it was forced to offer pricing deals on its current large truck line ahead of the launch of the new models.

Analysts have warned that a weaker Japanese yen and deteriorating European market will likely lead to more competitive pricing in North America. Japanese automaker Nissan Motor Co said this week it was cutting prices on seven models representing 65 percent of its U.S. offerings.

KEEPING COSTS FLAT

GM kept North American costs in the quarter flat, which was better than anticipated. In January, company officials said costs would increase this year.

GM officials said while most of the expected increase in costs in North America will occur in the second and third quarters because of the new-vehicle launches, it will benefit from higher prices and lower incentives associated with the new cars and trucks.

RBC's Spak said the North American unit's 6.2 percent profit margin was stronger than the 4.7 percent he expected. Ford had a North American margin of 11 percent in the quarter.

GM's loss of $175 million in Europe was smaller than the $469 million loss Wall Street estimated, according to FactSet.

In the region, GM cut $300 million in costs and was able to keep the pricing on its vehicles unchanged, both better than anticipated.

Ammann said GM will see cost savings in Europe slow as the year progresses, and Edward Jones analyst Christian Mayes said fixing its European operations will be "a long slog."

Morgan Stanley analyst Adam Jonas said in a research note that it was the first time GM's Europe unit topped Wall Street expectations in nearly two years and the first year-over-year improvement in results in five quarters.

The international unit, which includes China, had an operating profit of $495 million, while South America recorded a small $38 million loss. Both results were weaker than expected.

Ammann said strong results in China were offset by weakness in the rest of the international operations. He said the South America business is expected "to build" this year on last year's profit.

GM said adjusted free cash flow in the quarter was a negative $1.3 billion due mostly to the lower earnings and timing-related items that it said would reverse during the rest of the year.

The Detroit automaker ended the quarter with total liquidity of $35.3 billion in its automotive business.

Treasury officials declined to say whether the rise in GM's stock price could accelerate the sale of its remaining stake. According to GM's proxy, Treasury still owned more than 241 million shares as of April 17, so it would need to sell at an average of about $79.03 a share to break even.

Federal officials said last week that Treasury had recovered about $30.4 billion of its investment in GM as of the end of March. In January, Treasury initiated a prearranged written trading plan to sell the rest of the stake.

The government got an 18 percent GM stake following the $49.5 billion bailout in 2009.

Authority Approves $2.0 Million Loan as Farmers Invest to Purchase Headquarters for Cabot

MONTPELIER, VT ? A total of $5.7 million in business and agricultural financing has been approved by the Vermont Economic Development Authority (VEDA) to support commercial and agricultural development projects throughout Vermont. ?Financing assistance approved by VEDA will help strengthen Vermont businesses and farms, and expand job opportunities for Vermonters,? said VEDA Chief Executive Officer Jo Bradley.

Among the projects approved for VEDA financing are:

Agri-Mark, Inc., Waitsfield ? Financing of $2 million was approved as part of Agri-Mark, Inc.?s $2.8 million project to acquire and renovate as its Cabot corporate headquarters the former Northern Power Systems building in Waitsfield. In 2007, the Central Vermont Investment Corporation (CVIC) took adverse possession of the property and has been leasing space to Diffraction LTD. and the State of Vermont. ?We are thrilled to see the ownership of this property transfer to Agri-Mark,? stated Sam Andersen, Executive Director of CVIC/CVEDC. ?We greatly appreciate their commitment to Vermont and to the economic vitality of the Mad River Valley.? Agri-Mark currently has 599 employees in Vermont at several plant and administrative locations, and has plans to continue to expand its Cabot Brand business into the future. Established in 1918, Agri-Mark is a 100% dairy farmer-owned cooperative, with more than 1,200 member farms located in all six New England states and throughout upstate New York State. The farmers produce more than 2.5 billion pounds of milk each year. The cooperative owns and operates four dairy plants in Massachusetts, New York, and Vermont, including Cabot Creamery in Cabot and a cheese and whey processing plant in Middlebury, where it makes its award-winning products.

Green Mountain Economic Development Corporation (GMEDC)?and Pompanoosuc Mills Corporation, East Thetford ? ?VEDA approved a $1.58 million loan to Green Mountain Economic Development Corporation (GMEDC) and Pompanoosuc Mills Corporation (PMC) to finance the company?s sale/lease back agreement for PMC?s manufacturing, headquarters and showroom facility in East Thetford. Under this?agreement, GMEDC will purchase the facility with financing from VEDA and lease it back to PMC on a long-term basis. The low annual lease payments will enable PMC to invest more in growth, product development, marketing and sales development. Established in 1973, PMC manufactures premium quality hardwood and upholstered furniture, all constructed from North American hardwoods at its facility in East Thetford. PMC?s marketing slogan is: Real American Furniture, Handcrafted in Vermont. PMC primarily sells directly to retail customers through its twelve Northeast and Mid-Atlantic retail stores, online at www.pompy.com, and directly to commercial accounts. VEDA has a long positive relationship with PMC dating back to 1980 when it helped PMC finance construction of a 10,000 square-foot manufacturing facility on ten acres of land it purchased in East Thetford. Over the years, the facility has grown to 74,000 square feet. Today, Pompanoosuc Mills Corporation has 137 employees, a number expected to grow to 150 within three years of the Project. GMEDC is an active, non-profit, regional development corporation promoting and supporting growing companies in Orange and northern Windsor Counties. ?GMEDC is fully committed to the success of PMC and is encouraged by this VEDA approval,? said GMEDC Executive Director Joan Goldstein. ?VEDA and GMEDC have partnered on many economic development projects.?

With funding unclear, teachers sent layoff notices

DES MOINES, Iowa (AP) -- Dozens and possibly hundreds of Iowa teachers are receiving notices they could lose their jobs in the next school year.

School districts are sending layoff notices because of a deadline requiring them to notify teachers by April 30 of possible job losses.

District officials say they hope they won't have to follow through on the job cuts, but the inability of state lawmakers to approve a general school funding level forces them to guess on their budgets for the upcoming year.

Galen Howsare, of the Iowa Association of School Boards, says the group knows of at least 83 teachers who have been sent layoff notices, and the actually figure is likely 150 to 250.

This year, school funding has been mired in discussions about Gov. Terry Branstad's proposed education reforms.

How A Holocaust Denier Fooled The Internet With Nazi Jetpack Soldiers

One of the great accomplishments of Nazi Germany's war machine was a jetpack that propelled their soldiers into the sky. It was a fantastical device whose story has been told many times on the web and it would be even more impressive if it weren't the propaganda of a Holocaust denier disguised as history.

I recently wrote The Great American Jet Pack which chronicles the history of the ?Individual Lift Device.? You know: The thing James Bond flew in the opening of Thunderball.

As you might imagine, I got to run down all sorts of crazy stories and wild rumors about things that flew or might have flown during the Cold War. One story that cropped up too often for me to ignore involved ? well, let me just give you the headline from Gizmodo because Gizmodo always does the best headlines: Real Bloody Flying Nazi Soldiers with Jet Packs.

According to the common story, (and we can?t blame Gizmodo, this story has a good amount of traction on the internet), the Germans developed a primitive man-rocket by strapping pulse jet engines (plural) to a soldier and saw successful tests where a soldier cleared 180 feet at a height of 50 feet. The dual pulse jet arrangement ?consumed very little fuel, never ran hot, and didn?t require special clothing.? And oh, American scientists at Bell stole the idea, which led to the development of the Bell rocket belt. All of it is nonsense.

Despite Wendell Moore?s well-documented invention of the rocket belt, stories and folklore abound of inventors whose roles in the creation of jet pack technology were somehow overlooked or suppressed. According to the Nazi jet pack story, the Germans experimented by strapping pulse-jet engines onto soldiers and launching them over obstacles on the battlefield. The pulse-jet was the same engine that powered the V-1 ?Buzz bomb,? and seems a highly unlikely thing to strap to anyone if you expected them to survive the experience. No one has any photographs of the Himmel St?rmer ? German for Sky Stormer ? and the story is shrouded in mystery.

It is said that Americans captured the technology along with some other secret weapons and brought some of the devices back to America. Some websites go so far as to say that Bell Aerospace obtained one of the devices and Wendell Moore dissected it before coming up with his own rocket belt which he would eventually patent. A book called The Rocketbelt Caper devoted two pages to the mythical device with the caveat, ?a lack of evidence suggests the Nazi rocket packs may have been pure propaganda.?

?Propaganda? implied that the Germans said they had one, which is something that was also not supported by any evidence.

Websites that described the Nazi jet packs cite each other for support and when pressed, the creators of some of the sites admitted they had no evidence that any such device ever existed. One site sold dolls ? ?action figures? ? made up to look like storm troopers wearing little jet packs and photographs of the dolls appeared on another website as evidence that the Himmel St?rmer was real. One writer claimed that the lack of evidence on the device proved its existence; if it wasn?t real, why had the US government hidden the evidence?

People familiar with jet belt and pulse jet technology point out that the Himmel St?rmer could not have possibly been real. The engine in a V-1, known as an Argus As 014, was 13 feet long. Presumably, that would be a rather difficult thing to strap to one?s back. Of course, the engine could be down-sized, but then the resulting engine would have been much less powerful. Could this have been done?

Disproving negatives can be a difficult thing. In this instance, it makes more sense to try and track down the ?Himmel St?rmer? story to its source. Where did the story start? A writer using the name Christof Friedrich first wrote about Nazi jet packs in a book called German Secret Weapons and Wonder Weapons of World War Two in 1976. He also wrote a book called The Hitler We Loved & Why.

His real name was Ernst Z?ndel and he ran his own publishing company in Toronto. At first, many of his books ? written under the pen name Christof Friedrich ? were about UFOs and how the Germans had developed advanced technology during World War II which was kept secret from the general populace. Z?ndel explained how Hitler ran Secret Nazi Polar Explorations, in a book by that title in 1978, and about Hitler at the South Pole, in 1979. Somehow, a few readers who didn?t see the lack of credibility in Z?ndel?s writing saw his German secret weapons book and believed it to be true. It wasn?t. One writer summarized Z?ndel?s theories:

Some hollow Earth believers exhibit not just fascination with but open sympathy for Nazi Germany. The chief figure in the Nazi hollow-Earth movement is a Toronto man named Ernst Z?ndel, who writes under the name Christof Friedrich. Z?ndel operates a clearinghouse for Nazi materials and contends, as do other neo-Nazis, that the Holocaust never took place. In UFOs ? Nazi Secret Weapons? (1976) he claimed that when World War II ended, Hitler and his Last Battalion boarded a submarine and escaped to Argentina; they then established a base for advanced saucer-shaped aircraft inside the hole at the South Pole. When the Allies learned what had happened, they dispatched Adm. Richard E. Byrd and a ?scientific expedition? ? in fact an army ? to attack the Nazi base, but they were no match for the superior Nazi weapons.

We do not know if the Nazi soldiers defending Antarctica after World War II flew Himmel St?rmers or not during their epic battle; Z?ndel didn?t mention the devices in that story. Perhaps a bigger concern was that Z?ndel had an ulterior motive for spinning his crazy UFO stories. He was a rabidly anti-Semitic Holocaust denier who used the UFO theories as a platform from which to preach his theories on what ?really? happened during World War II.

Maybe his book The Hitler We Loved & Why should have tipped off his readers but the other titles he published certainly should have, such as Auschwitz, Dachau, Buchenwald: The Greatest Fraud in History, and Did Six Million Really Die? Z?ndel was a bizarre character in that he openly spoke about his beliefs and granted interviews to almost any journalist or reporter who approached him. One such writer named Frank Miele interviewed Z?ndel in 1993 and later wrote an article that included excerpts in Skeptic magazine. The article focused on Z?ndel?s revisionist statements regarding the Holocaust and Miele asked him about his UFO literature. Z?ndel told him that it was the people who believed in UFOs ? not the Holocaust deniers ? who were the ?real lunatic fringe.?

In a later phone conversation, Z?ndel told me that the UFO book was in fact a ploy. ?I realized that North Americans were not interested in being educated. They want to be entertained. The book was for fun. With a picture of the Fuhrer on the cover and flying saucers coming out of Antarctica it was a chance to get on radio and TV talk shows. For about 15 minutes of an hour program I?d talk about that esoteric stuff. Then I would start talking about all those Jewish scientists in concentration camps, working on these secret weapons. And that was my chance to talk about what I wanted to talk about.?

The ?UFO book? he was talking about was UFOs ? Nazi Secret Weapons? Clearly, Z?ndel has no credibility regarding anything he wrote about these topics. He wrote the books because they sold and he used them as an entr?e to talk shows because the topics were so popular. He had no evidence of UFOs, South Pole Nazi submarine bases, or of the Himmel St?rmer. He made them all up. The Himmel St?rmer was a figment of his imagination.

So, no: There never were Real Bloody Flying Nazi Soldiers with Jet Packs. But try telling that to Wikipedia. (Next time when we have a few minutes, I'll tell you about the crazy Romanian who has his whole country convinced that he invented the jet pack, and the Americans stole it from him.)

Multifamily Development and Construction of Financing Seeing a ...

?

Commercial development and single family construction came to a screeching halt back in 2008. Along with it, disappeared the financing, including commercial construction loans and commercial land loans. But after a long sleep, it?s all starting to wake up from the dead.

?

According to National Real Estate Investor, there?s been an increase in rezoning applications and new construction for apartments, hotels, senior housing, to name just a few property types.

?

But what is the biggest complaint of commercial real estate developers? There are no commercial construction loans or commercial land loans available. Banks are only lending on the best projects, and the investment banks only want $20 MM and up projects. And many of the bridge loan lenders offering this type of financing are offering financing terms that are simply unacceptable to most.

?

So where do developers of new commercial construction go for their loans? Mostly private money sources, including bridge loan lenders and hard money lenders. For the next few years, developers will have no choice but to finance their projects, in part or whole, using private money and bridge financing. There is a range of pricing available for private money loans. The commercial construction loan program that our firm offers for example, is more reasonably priced as compared with programs offered by other private money lending groups. There are loan programs out there with interest rates as high as 18%. These high rates are reserved for the highest risk projects with the lowest borrower equity.

?

But non-bank financing is still expensive for commercial land loans. Will the large banks start lending again on commercial construction projects this year? This question is hard to answer but I do agree that this area of lending is beginning to open up, particularly in the private money arena. Bridge loan lenders are eager to make commercial construction loans in 2013. But I do believe land loans of all types will remain difficult to obtain until after 2015, even for the most qualified borrowers. What are your thoughts on this topic? The power of information in the new consumer health insurance ...

While the insurance provisions in the Affordable Care Act will change many aspects of the healthcare industry, one of the most dramatic changes will be the growth in individual coverage as a percentage of the health insurance market. And that will mean huge shifts in focus and strategy.

In the past three decades, the employer-sponsored insurance market has dwarfed the individual coverage market. As a result, health plans grew used to assessing and managing risk for large populations, where the financial risk of covering individuals was blunted by the size of the population insured. If health costs went up, employers absorbed some of the cost and passed some of it on to employees. The ultimate risk lay largely with employers and this sometimes accounted for insurers being unwilling to cover small groups of employees.

In the individual market, risk management focused on the application and acceptance phase of underwriting. The primary goal was to avoid insuring high-risk individuals, rather than managing their risks.?

??Jupiterimages/Thinkstock

Under the new rules, where a payer must take all comers in the individual market, risk management will land more squarely on the payer, and it will become a much more granular endeavor.

Instead of management of populations contracted ?wholesale? in large groups, the industry will now have to switch to a retail focus. Health insurance providers will need to interact closely and effectively with individual consumers as well as healthcare providers.

The key to success in this new environment will be information. Knowing who is at risk, and connecting them to services that will reduce their risk, will be important for preventing out-of-control costs and financial disaster. It will also give health plans the ability to provide coverage at affordable rates, increasing their sales.

Insurers will most likely be able to identify individuals with chronic diseases, such as diabetes and heart failure, and thus have the opportunity to help them avoid complications that reduce their quality of life and are very expensive to treat. The challenge will be monitoring those patients, seeing if they are following their physicians? instructions, taking their medications, etc.

If the health insurers cover effective prevention services and work with physicians to connect patients to these services, they have a chance to head off the personal and financial disasters that arise from complications. It?s a win-win that will remake the healthcare landscape in positive ways.

It also holds the promise of doing something much, much more important ? making American healthcare more effective at providing wellness.

This is not just pie-in-the-sky cost-savings speculation. A recent study published in Health Affairs suggests that patients who are actively engaged in their care cost less to treat over time. Numerous studies have shown that effective management of heart failure patients can cut the number of hospitalizations in half. And diabetes patients who effectively manage their blood sugars are much less likely to end up with vascular damage that leads to kidney failure and limb amputation. If you can prevent those complications, you can cut a huge amount of cost from the national healthcare budget.

Reducing individual risk will require an effective partnership among consumers, providers and health insurers. And a free flow of information, more than just claims data, will be at the heart of that partnership.

It won?t be simple, and it will require more powerful and sophisticated data tools than most insurers currently use. Insurers will have to invest in their total information technology infrastructure. That means spending money on business process changes, new technology and software. It also means adopting consumer-oriented social media tools and analytics.

It?s a big task, made all the more difficult by the culture change inherent in the process. But if health insurers embrace the new role they can be the principal architects of a better, more cost-effective healthcare environment for all of us.

Part 2 of this blog will examine the role of insurers in helping individuals make cost-efficient healthcare decisions and lifestyle choices, and the technology tools that have proven effective in guiding behaviors.? I?ll also take a look at how?insurers could provide better customer service.

Trade School: Student Stock Pickers Need More ... - Yahoo! Finance

Beyond the sluggish economy and tight job market, one of the biggest challenges graduating college students face is finding something substantial to put on their slender resumes. This experience deficit has become increasingly problematic for business school grads, given the record number of MBA degree holders being pumped into the system each year and the reduced opportunities that exist.

But there may be hope, at least for the financially minded, thanks to the first-ever All-America Student Analyst Competition --a real-world, risk-adjusted contest that measures students' stock picking and portfolio management prowess over a four-month period.

"There are a lot of stock picking competitions that go on, but generally the winner is the person that has the best luck or puts all their money into a penny stock that goes up 4000%," says John Power, CEO of Mark My Media, the Connecticut-based firm that oversaw the trading tournament in conjunction with Institutional Investor.

As Power explains in the attached video, six different performance factors where used to add an element of professionalism and sophistication that's not normally found in these types of contests. It's a component he says is critical because it shows that students are not only "able to pick stocks, but to manage portfolios in an effective way."

"If I were to pick one thing that I noticed, it's that talent exists everywhere," Power says, and not just in the top-rated schools where you would expect to find tomorrow's superstar hedge fund managers.

All totaled, some 700 students from 34 different schools took part in the contest; an event, Power says, offers everyone the ''ability to build and verify their credentials and interactions with capital markets."

Ultimately, it boils down to time, money and jobs, since he says the price of hiring the wrong person can prove to be very costly.

"The cost of making a (recruiting) mistake is very expensive," he says, noting that the All American Student Analyst Competition "helps makes sure the right person is identified for the right seat."
