Toshiba launches Canvio Personal Cloud, network-attached storage with iOS and Android apps

It's been a few years now that Toshiba's been making portable hard drives, so it makes sense that the company would want to venture into larger disks as a next step. Indeed, the company just took the wraps off Canvio Personal Cloud, its first network-attached storage product. The drive itself will be offered in two flavors -- 2TB and 3TB -- but the hook, of course, is that you can use various apps to upload your files and then access them remotely. These applications include desktop software, as well as mobile apps for iOS and Android. In either case, the applications are designed to upload music, video, photos and documents, and all of this content is searchable by date and other filters. Weak UK lending shows challenge for BoE credit scheme

LONDON (Reuters) - Lending to British businesses and consumers weakened further last month after the biggest fall in credit card borrowing in almost six years, highlighting the challenge faced by the Bank of England as it readies a new scheme to boost credit.

Despite more than 325 billion pounds of government bond purchases over the past three years, lending conditions remain tight for households and smaller firms with the economy back in recession since late last year, prompting BoE Governor Mervyn King to announce a new scheme in June to aid these sectors.

Some economists expect this Funding for Lending Scheme, which opened for business on August 1, to reduce the need for the BoE to buy gilts to stimulate the economy. But BoE official Paul Fisher warned on Wednesday that it would take more than a few months before the FLS takes full effect.

The most striking number from the BoE's July lending data was a 147 million pound net repayment of credit card bills -- the biggest fall in this type of lending since August 2006, when the 150 million pound decline was the biggest on record.

This drove a 220 million pound drop in overall unsecured consumer lending, the biggest since February, but arguably just as important are figures showing that lending to non-financial companies is 3.4 percent lower than a year ago.

"Overall there is little in these data to suggest a break from recent trends. Business lending continues to contract, while household sector lending is rising at a very modest rate," said BNP Paribas economist David Tinsley.

A bigger-than-expected 1.1 billion pound rise in mortgage lending to households helped counteract the fall in unsecured lending, and the pace of contraction in corporate lending seemed to be slowing.

But overall the figures dampen hopes of a strong rebound in economic activity in July after nine months of recession, and back economists' forecasts for British house prices to stay flat or fall slightly over the coming year.

FORECASTS SLASHED

The Confederation of British Industry slashed its economic forecasts for 2012 and 2013 on Thursday, predicting a 0.3 percent fall in output this year and a meagre 1.2 percent rise for next year, in line with the consensus on a Reuters poll of economists published on August 16.

A separate Reuters poll on Thursday showed that most economists expect the BoE to expand its quantitative easing programme of asset purchases once more in November, raising the target to 425 billion pounds from the current 375 billion.

BNP Paribas's Tinsley said the FLS - which offers cheap funding to banks and building societies if they increase lending to businesses and households - may ultimately contribute to a future BoE decision to halt gilt purchases.

"A few people have said the Bank won't do any more conventional QE and focus on the FLS. I think that is right, but I think it is too early for them (in November). That's a plausible thing for February," he said.

However, other economists doubts the FLS will work well, arguing that a lack of capital and a lack of confidence, not the cost of funds, are the main barriers to bank lending.

The European Commission's monthly economic sentiment index for Britain, which combines activity readings for manufacturing, services, construction, retail and consumer surveys, fell back to 91.5 in August from 94.6 in July.

"The current level suggests the economy is roughly stagnant," said Citi economist Michael Saunders. "There probably will be a technical rebound in activity in the third quarter, but this survey suggests that the UK has not experienced an 'Olympics bounce' in activity," he added.

Distinguishing between preschoolers' typical misbehavior and early signs of mental health problems

CHICAGO --- Temper tantrums in young children can be an early signal of mental health problems, but how does a parent or pediatrician know when disruptive behavior is typical or a sign of a serious problem?

New Northwestern Medicine research will give parents and professionals a new tool to know when to worry about young children's misbehavior. Researchers have developed an easy-to-administer questionnaire specifically designed to distinguish the typical misbehavior of early childhood from more concerning misbehavior. This will enable early identification and treatment of emerging mental health problems, key to preventing young children struggling with their behavior from spiraling downward into chronic mental health problems. The new tool also will prevent rampant mislabeling and overtreatment of typical misbehavior.

Surprise Finding: Temper Tantrums Not Frequent

In a surprising key finding, the study also debunks the common belief temper tantrums are rampant among young children. Although temper tantrums among preschoolers are common, they are not particularly frequent, the research shows. Less than 10 percent of young children have a daily tantrum. That pattern is similar for girls and boys, poor and non-poor children and Hispanic, white and African-American children.

"That's an 'aha!' moment, "said Lauren Wakschlag, professor and vice chair in the department of medical social sciences at Northwestern University Feinberg School of Medicine and lead author of a paper, published August 29 in The Journal of Child Psychology and Psychiatry. "It gives a measurable indicator to tell us when tantrums are frequent enough that a child may be struggling. Perhaps for the first time, we have a tangible way to help parents, doctors and teachers know when the frequency and type of tantrums may be an indication of a deeper problem."

Until recently, the only diagnostic tools available for preschool behavior problems were those geared to older children and teens with more severe, aggressive behavior. More recently, there has been emphasis on measures developed specifically for preschool children.

For the study, funded by the National Institute of Mental Health, researchers developed the new questionnaire, the Multidimensional Assessment of Preschool Disruptive Behavior (MAP-DB), to ask parents of almost 1,500 diverse preschoolers, age three to five, to answer questions about their child's behavior. The questionnaire asked about the frequency, quality and severity of many temper tantrum behaviors and anger management skills over the past month.

The results allowed researchers to rate children along a continuum of behavior from typical to atypical, rather than focusing only on extreme behavior. Having a continuum will allow mental health professionals to intervene before there is a serious problem or watch and wait if a child is in the middle range. Early childhood is a critical period to identify a problem, because once negative problems become entrenched, they are harder to treat. This continuum also provides a barometer for determining when a child is improving on his/her own or through treatment.

"We have defined the small facets of temper tantrums as they are expressed in early childhood. This is key to our ability to tell the difference between a typical temper tantrum and one that is problematic," Wakschlag said.

For example, the study found that a typical tantrum may occur when a child is tired or frustrated or during daily routines such as at bedtime, mealtime or getting dressed. An atypical tantrum may be one that occurs "out of the blue" or is so intense that a child becomes exhausted. While any of these behaviors may occur in some children from time to time, when these atypical forms of tantrums occur regularly, they become a red flag for concern.

This developmentally-based approach is in stark contrast to the commonly used Diagnostic and Statistical Manual of Mental Disorders (DSM), which does not provide age-specific markers for determining clinical significance.

For example, a symptom of behavior problems in DSM is defined as "often loses temper."

"The definition of 'often' may vary substantially for younger and older children and depend on family stress levels and other mitigating factors," Wakschlag said. "Since most preschool children tantrum, this vague criteria makes it exceptionally difficult for providers to determine when behavior is of clinical significance in early childhood."

"There's been a real danger of preschool children with normal misbehavior being mislabeled and over-treated with medication," Wakschlag said. "On the other hand, pediatricians are hampered by the lack of standardized methods for determining when misbehavior reflects deeper problems and so may miss behaviors that are concerning. This is why it's so crucial to have tools that precisely identify when worry is warranted in this age group."

Linking Tantrums to Mental Health Problems, Social Functioning and Brain Reactivity in Early Childhood

To establish the clinical significance of these findings, Wakschlag, colleague Margaret Briggs-Gowan, from the University of Connecticut Health Center, and their collaborators are now examining how these tantrum patterns are linked to a range of mental health problems and problems in daily functioning such as getting along in school, with siblings and general social skills. In collaboration with Northwestern neuroscientist, Joel Voss, the study also is beginning to use brain-imaging techniques to uncover links between particular patterns of brain reactivity and these early problem behaviors.

Replicating Findings in Larger Sample

In addition, Wakschlag and colleagues are replicating their findings about the developmental pattern of misbehaviors in a second sample of 2,200 children, with the next step being disseminating the tool. The questionnaire is now 118 questions but researchers hope to use state-of-the-art measurement science to crunch it down to about 25 key questions. An ultimate goal of the research team is to widely disseminate the MAP-DB questionnaire in a brief computerized form for parents to fill out in pediatric waiting rooms, with the computer generating immediate feedback to pediatricians prior to the appointment.

Northwestern's department of medical social sciences, where the study was conducted, is recognized for its expertise in measurement science and health information technology -- methods for developing efficient computerized forms of health questionnaires that can be rapidly translated from the scientific discovery phase to biomedical application.

Distinguishing between preschoolers' typical misbehavior and early signs of mental health problems

CHICAGO --- Temper tantrums in young children can be an early signal of mental health problems, but how does a parent or pediatrician know when disruptive behavior is typical or a sign of a serious problem?

New Northwestern Medicine research will give parents and professionals a new tool to know when to worry about young children's misbehavior. Researchers have developed an easy-to-administer questionnaire specifically designed to distinguish the typical misbehavior of early childhood from more concerning misbehavior. This will enable early identification and treatment of emerging mental health problems, key to preventing young children struggling with their behavior from spiraling downward into chronic mental health problems. The new tool also will prevent rampant mislabeling and overtreatment of typical misbehavior.

Surprise Finding: Temper Tantrums Not Frequent

In a surprising key finding, the study also debunks the common belief temper tantrums are rampant among young children. Although temper tantrums among preschoolers are common, they are not particularly frequent, the research shows. Less than 10 percent of young children have a daily tantrum. That pattern is similar for girls and boys, poor and non-poor children and Hispanic, white and African-American children.

"That's an 'aha!' moment, "said Lauren Wakschlag, professor and vice chair in the department of medical social sciences at Northwestern University Feinberg School of Medicine and lead author of a paper, published August 29 in The Journal of Child Psychology and Psychiatry. "It gives a measurable indicator to tell us when tantrums are frequent enough that a child may be struggling. Perhaps for the first time, we have a tangible way to help parents, doctors and teachers know when the frequency and type of tantrums may be an indication of a deeper problem."

Until recently, the only diagnostic tools available for preschool behavior problems were those geared to older children and teens with more severe, aggressive behavior. More recently, there has been emphasis on measures developed specifically for preschool children.

For the study, funded by the National Institute of Mental Health, researchers developed the new questionnaire, the Multidimensional Assessment of Preschool Disruptive Behavior (MAP-DB), to ask parents of almost 1,500 diverse preschoolers, age three to five, to answer questions about their child's behavior. The questionnaire asked about the frequency, quality and severity of many temper tantrum behaviors and anger management skills over the past month.

The results allowed researchers to rate children along a continuum of behavior from typical to atypical, rather than focusing only on extreme behavior. Having a continuum will allow mental health professionals to intervene before there is a serious problem or watch and wait if a child is in the middle range. Early childhood is a critical period to identify a problem, because once negative problems become entrenched, they are harder to treat. This continuum also provides a barometer for determining when a child is improving on his/her own or through treatment.

"We have defined the small facets of temper tantrums as they are expressed in early childhood. This is key to our ability to tell the difference between a typical temper tantrum and one that is problematic," Wakschlag said.

For example, the study found that a typical tantrum may occur when a child is tired or frustrated or during daily routines such as at bedtime, mealtime or getting dressed. An atypical tantrum may be one that occurs "out of the blue" or is so intense that a child becomes exhausted. While any of these behaviors may occur in some children from time to time, when these atypical forms of tantrums occur regularly, they become a red flag for concern.

This developmentally-based approach is in stark contrast to the commonly used Diagnostic and Statistical Manual of Mental Disorders (DSM), which does not provide age-specific markers for determining clinical significance.

For example, a symptom of behavior problems in DSM is defined as "often loses temper."

"The definition of 'often' may vary substantially for younger and older children and depend on family stress levels and other mitigating factors," Wakschlag said. "Since most preschool children tantrum, this vague criteria makes it exceptionally difficult for providers to determine when behavior is of clinical significance in early childhood."

"There's been a real danger of preschool children with normal misbehavior being mislabeled and over-treated with medication," Wakschlag said. "On the other hand, pediatricians are hampered by the lack of standardized methods for determining when misbehavior reflects deeper problems and so may miss behaviors that are concerning. This is why it's so crucial to have tools that precisely identify when worry is warranted in this age group."

Linking Tantrums to Mental Health Problems, Social Functioning and Brain Reactivity in Early Childhood

To establish the clinical significance of these findings, Wakschlag, colleague Margaret Briggs-Gowan, from the University of Connecticut Health Center, and their collaborators are now examining how these tantrum patterns are linked to a range of mental health problems and problems in daily functioning such as getting along in school, with siblings and general social skills. In collaboration with Northwestern neuroscientist, Joel Voss, the study also is beginning to use brain-imaging techniques to uncover links between particular patterns of brain reactivity and these early problem behaviors.

Replicating Findings in Larger Sample

In addition, Wakschlag and colleagues are replicating their findings about the developmental pattern of misbehaviors in a second sample of 2,200 children, with the next step being disseminating the tool. The questionnaire is now 118 questions but researchers hope to use state-of-the-art measurement science to crunch it down to about 25 key questions. An ultimate goal of the research team is to widely disseminate the MAP-DB questionnaire in a brief computerized form for parents to fill out in pediatric waiting rooms, with the computer generating immediate feedback to pediatricians prior to the appointment.

China is Fastest-Growing Android and iOS Market [REPORT]

A new report reveals that China is the fastest-growing market for smartphones worldwide.

The country leads with an astonishing 401% year-over-year growth between this and last July, demonstrating the power of its growing middle class and vast population of more than 1.3 billion people, the report said. Other emerging economies such as Brazil, Russia and India were also among the top-10 fastest-growing markets.

Compiled by mobile analytics firm Flurry, the report uses data from more than 200,000 apps that it tracks, running on more than 640 million devices worldwide.

Although the U.S. tops the list of countries with the highest number of active iOS and Android devices, China is "dramatically closing the gap," according to the report. In July, the U.S. had 165 million active users, whereas China had 128 million. But while net active devices in the U.S. grew by 30 million year-over-year, China saw more than 100 million new devices added. If this trajectory continues, the Asian nation's active install base could overtake the U.S. as early as December 2012, the report said.

The United Kingdom came in a distant third place with 31 million devices, followed by South Korea at 28 million, and Japan rounding out the top five with 22 million.

The report also measured which markets were nearing saturation by comparing the number of active devices in each country to its adult population (between ages 15 and 64). Singapore emerged on top with 92%, followed by Hong Kong with 87% and Sweden close behind at 86%.

For its debut year, the Venice Film Market invited (read: is paying for) 100 distributors. Insiders suggest that?s a big incentive. But Diot counters that 210 buyers ultimately signed up ? and he?s not paying the overflow. Some Europeans like Eric Lagesse of France?s Pyramide, which buys and sells, welcome the Venice market. ?Clearly it?s more important for European buyers,? opines Lagesse who will be looking to acquire on the Lido this year. Regarding sales, he contends, ?A U.S. sale is great, but given the market for auteur films in the U.S., I can still sell more expensively on Germany, Italy and Spain than the U.S. If I can get through European sales in Venice so I can concentrate on deals in Latin America, Canada and the U.S. in Toronto, that suits me just fine.?

Adeline Fontan Tessaur of edgy French international sales and production company Elle Driver tells me about Venice, ?If I didn?t have a film, I wouldn?t go. We?ll see if there?s more buyers or not and if they?re more aggressive. We?re in a waiting pattern.?

One school of thought on the move to place a market in Venice is that it has to do with infighting between it and the Rome Film Festival. Former Venice director Marco Muller, who was ousted last year, is now heading up Rome. That fest was perceived as an upstart 7 years ago, but its market, The Business Street, has begun to solidify as a stop on the international calendar. Japanese ambassador's car targeted in Beijing: official

A car carrying the Japanese ambassador to China was targeted in Beijing on Monday by a man who ripped off the vehicle's Japanese flag, a foreign ministry official said.

The ambassador, Uichiro Niwa, was not hurt in the attack, the official said.

His car was forced to stop by two vehicles. A man stepped out of one and ripped off the Japanese flag, the official said.

The Japanese embassy filed a protest with the Chinese foreign ministry and demanded such an incident is never repeated, the official said.

The attack comes amid widespread anti-Japan demonstrations in China over a disputed East China Sea island chain known in China as Diaoyu and in Japan as Senkaku.

Tensions between Japan and China flared earlier this month after five pro-Beijing activists who landed on the uninhabited Japanese-controlled islands were arrested by Japanese police and later deported, along with nine others who accompanied them.

ANKARA, Turkey (AP) ? Some 10,000 Syrian refugees are waiting on the Syrian side of the border as Turkey rushes to build more camps to accommodate the influx and carries out more stringent security checks on the newcomers, Turkish officials said Monday.

The developments underscore the growing toll Syria's civil war is having on neighboring countries, several of which have seen a massive flow of Syrians trying to escape the conflict which activists estimate has killed more than 20,000 people since March of last year.

Turkey has so far taken in more than 80,000 Syrians, and all nine Turkish refugee camps along the border are full. Until recently, newcomers were being housed in schools, dormitories or sports centers near the border while Turkish authorities scamper to construct four new camps that will increase Turkey's capacity to 100,000 refugees.

The refugees still stuck on the Syrian side will be allowed in "within a day or two" when a new camp near the border becomes operational, a Turkish official said, adding that Turkey's Red Crescent organization was providing emergency aid to the refugees as they wait to cross into Turkey.

Another official said Turkey was also carrying out more stringent security checks on the refugees, adding to the delay in bringing them across the border. The tighter checks come amid Turkish fears that Kurdish rebels fighting for self-rule in southeast Turkey may be coming in through Syria. There are also concerns that foreign jihadists are moving in and out of Turkey to fight the Syrian regime.

The officials spoke on condition of anonymity because of government rules that bar civil servants from speaking to the media without prior authorization.

Turkey's foreign minister, Ahmet Davutoglu, has said the United Nations should establish refugee camps inside Syria and that his country would struggle to cope if the refugee numbers rise substantially.

"Turkey is carrying out its humanitarian duties toward the Syrian people with whom it has historic brotherly ties," Davutoglu said Monday. "On the other hand, the increasing numbers are becoming an encumbrance. The international community must help share this burden."

Also Monday, Turkish television NTV broadcast a video of Cuneyt Unal, a Turkish journalist who is reportedly being held in Syrian government captivity. Turkey's state-run news agency Anadolu said the video was first shown on a pro-regime television station in Syria.

Unal was working as a cameraman for the U.S.-funded al-Hurra network when he and a colleague, Bashar Fahmi, were believed to have been captured while covering fighting in the northern Syrian city of Aleppo a week ago. The cameraman, seen with bruises under his eyes, says he crossed into Syria with foreign militants and one image shows him holding a weapon.

Davutoglu said Monday the journalist was coerced into making a statement and that Syria was responsible for his well-being.
